I am pretty sure it is.

The only question is if Gaian Wildlife is as efficient as other food commodities. It'd be an annoyance to make four times as many trips if they eat them as fast as one item of Food Rations, despite taking up four cargo space.

What about setting it's minimal quantity (with /shop command, obviously) to an absurdly large number - that would theoretically prevent the crew from using it as food commodity, or does it not work that way?

Would require technical changes to the POB plugin which are well beyond my technical capabilities. Currently all we can do is specify whether or not a commodity is edible.

I mean, it is literally already built into the plugin and anyone can prohibit the quantity of the commodity going below certain amount; or does that only apply to prohibit selling?

That setting only applies to players' ability to buy and sell commodities. It doesn't restrict upkeep usage.
