But to get this back on topic, it is certainly feasible for the Kampetai to be played by characters who are simply too serious... it would be rather fun.
I'd suggest you get rid of the 'Hilarious cartoonish' attitude you want to give them, and replace it with cold blooded 'Gaijin killer'. Kusari ain't a joke. And those who think of it as one generaly don't last long when they come up against the serious factions.

But seriously, I think Kusari is TOO serious sometimes. It can get depressing sometimes when everyone is too bloodthirsty and hating of one another to do anything other then shoot at each other. The only comic relief that I've seen is either the GC tea house, the \CS\, or a direct result of my activities (KNF-Senzo + \CS\-Ironwatsas, the time wneh Ieyoshi Takashi attempted to commit seppuku on the antenna farm on Roppongi, the Magic Cardimine/Lizard-Cat incendent, etc.)
It it's too serious, it becomes dull and/or depressing. I would say try the idea out, if it works, it works, if it dosen't, Zelot will let us all know.

GC in that regard make serious Kusari, more fun. For one, they actually say something else than just "engaging!"

I agree with Yue. Too serious. It seems this entire attitude of "Super serial, you guys" comes from some (excuse the term) nerdy infatuation with "Omg Japanz r so kewl, they r all serius w/ ther techz and animez".
Whereas you can make a joke out of America all you like. I'm actually rather insulted by that, Kevin/Exile... Less so Exile, because he didn't refer Patty to Liberty, but the point remains.

To make it worse, Freelancer developper really just want you to think that way because this game is all about stereotype. (Yep, we know all british are goth)

The only ones doing it -right-, in my time in Kusari that I've possibly witnessed, were AFA, and GC.

The reason I've never made a Kusari character is because of all the Konichiwa's and -san's. Reminds me way too much of a bad anime convention where the people all live on green tea and stale Pocky.
I tried my hand at a Hogosha, but what interactions I had I felt were disrupting what the locals had going on, so I pretty much abandoned it. I'll try my hand at it again when Kusari feels it's ready for your typical cocky fast-ship flying rich-kid "You can't touch me, do you KNOW who my father is?!" young gangster.
