Why do all ships need to have almost identical stats to all the other ships of their respective class anyway? Make some ships, especially military ones to have buffed up stats. You want to fly OP military VHF? You can do that in exchange for being limited to that particular military's ZOI and you can only use it to pew that particular military's enemies. EZ
