If you're a pirate, then you can attempt to pirate the person (assuming they're not a member of a friendly or allied faction). Demand the cargo, etc. If you can't demand cargo, then no, you can't attack them... If there was a good enough reason for you to attack them in the first place, then you probably shouldn't have been selling stuff to them.
Most people do trading near a base so that people can dock if someone tries to gank them for the loot. An arms dealer who tries to kill his clients isn't going to be doing much business in the future, and someone who tries to deal with an arms dealer and then kill him is unlikely to find anyone willing to sell him stuff in the future. Bad rep is a bad thing.
1st) Fairplay (No RL-comparisons on that one, this is a game and not RL)
2nd) The rule about harming server gameplay would prevent me from doing it too (if the first one wouldn't already be enough). Though only the Admins could tell you if it applies.

5.3 Attacking characters of level 29 and below is prohibited. Characters under level 30 cannot be attacked by players of any level, except if they have non-Civilian ID onboard, and except cases of self-defense. Civilians who possess a CODENAME weapon may be attacked within roleplay at any level according to the piracy requirements.
If possession of CODENAME weapons overrides the safety of a below 29 level character, how can anyone above be exempt?
Also, about "2)", what gameplay rule? I've been picking apart the rule section and I couldn't find any "harming server gameplay" rule, they are all more specific. Besides, please explain how selling a weapon to someone, and then pirating them for the item is a breach of gameplay. It may be a breach of ethics, but morality among pirates is a different affair from morality among traders.
Within roleplay I cannot see any reason why it would not be acceptable. You deal with the black market, you get what it gives you.
