All guard systems are owned by their respected faction, and can do whatever they want to you if you wander into it.
I think that's it's a good idea every so often to refresh in people's memory - especially since so many people are new to the server and don't realize what Guard systems are - that entrance to them without proper authority can result in both fines (taxes) and/or death.

Do remember that a properly tagged and ID'd (In relation to your NPC faction) character cannot be stopped from docking on the stations in a guard system by the player faction.
IE, an LPI independant (ID'd and tagged) can go to Illinois and dock if he wants. The player faction cannot stop him.
However, everyone else can be obliterated by as many guns as can be brought to bear.

Very true. a PROPERLY IFF"D and TAGGED indie can enter, but don't linger long........
