People will powergame with this, constantly and almost only. If you can't organize actual infiltration RP with another faction, consider reflecting the why. You know how to do it?
Join the other faction. Literally. Join it with the agreement to RP out infiltration. Think nobody would agree to it? Yeah, wrong. They will if they're cool. You know why? Because it's both cool and you can keep the infiltrator in check not to go nuts in powergaming everything, you can go ahead and create RP, ingame stuff, everything for both sides here. I did it before, both as infiltrator and 1ic of a faction being infiltrated. It's cool when it's done together and not through "haha I swap IDs all day and powergame my char the knowledge of 223922 factions", which your proposal just encourages more than anything else.

IFF swaps to Intel IDs on the other hand would be quite nice, even with IDs the way they are, most people still consider the IFF and not the ID as the RP tool they work with. (Except for idiocy like unlawful faction ID ships flashing fuking FL IFF which shouldn't be possible to begin with)
