How is Rheinland establishing a blockade in Omega-3 if it has no ZOI there? Shouldn't they establish a blockade in Omega-7? Or is their ZOI extended?

The ability to enforce House laws has been extended to Rheinland and Bretonia Forces in Omega 3 and 7 for the duration of this event.

I looked at the Unioners as a group to be included, but their ZOI only goes as far as Omega 7 from what I understand. Since the event centers mainly around Planet Sprague and Douglas Station in Omega 3, I didn't know how to include them. The bonuses are given out by activity happening in both systems. So, my choices were: make an allowance and extend Unioner ZOI into Omega 3, or write even more lines in the event.cfg file to include Unioners bonus only for Omega 7, or go the lazy route and exclude them altogether this time around.
