So your problem isn't that the ship is exclusive to Samura, it's that it is called a liner and that OS&C can't use it, even though it's a liner? Samura doesn't want to sell them to outsiders, if you ask them nicely they might let you have one, it'd be about the easiest request ever.
EDIT: Just remembered that OS&C is very obviously not able to operate in Kusari for the exact same reasons Samura restricts access to their ships, they want to make the money themselves, not let some other company make it.

And yes what Pisses me off is that the Lore makes no Sense of the Ship. And then to change it so that HOGOSHA has access to the Liner is making even LESS sense.

I'm sorry your faction doesn't have a total monopoly of the entire Sirius sector, but the Hogosha letting that happen wouldn't make sense, and Samura heavily supports the Hogosha. They're not going to sell ships to their direct competition.
Hogosha is your direct competitor in luxury cruises through Kusari it seems - with their Dragon Casino. You know, a renzu liner.

Oh Realy? Let me have a Good LAUGH. Hogosha Run ONE Liner, Orbital Runs Hawaii, Barbados, Shetland, and 2 Whole Planets. They are not a Competition. Alos it is a Way Diferent Thing to Run a Casino that is Stationary and to Run a whole Holiday Company. A company that haves a Monopole on the Sirian Market to be Precise.
Also the Golden Dragon is not the MAIN Source of Income for the Hogosha. that is still Crime and Smuggle.
The Hogosha is also a Allied or at least Neutral Party to OS&C that earns a Lot Of Credits with the Artifact Trade on the Hawaii
OSC have no presence in Kusari and if you step into Kusari - Hogosha will gladly kick you out. Can they? Yes. They're practically backed by Samura and thus by the government and part of the reason Hogosha exist is to keep foreign business out.

I'm afraid you don't have a monopoly in Kusari if your presence is basically nonexistent since you lost your liner there. You are not welcome in Kusari as Hogosha is. Your services simply don't get the attention in there.

Yeah, Samura doesn't care about the ships and planets your company operates in other places, they care about the money to be made off of tourists coming to Kusari, and they're the only ones making that money as is, and they want to keep it that way.

I wasn't at the Gloden Dragon for a while, but I assume you changed the Renzu into an Amaterasu? Also just a little thing, the Hogosha needs Orbital to Bring Customers to their "LINER" So if the Hogosha and Samura want a full-blown Blown Holiday War we can give them one. They would Starve long before we do. Imagine the Hogosha losing all that sweet Artifact Money just because they think they can take away our business. then in such A scenario, it wouldn't make sense for us to continue our Business with the Hogosha if we would FUND our Competitor through this.
Also, what would be the Smarter Business Move, to Sell the GAIJINN Overpriced Liners or to Anger them by Starting to be the Competition and maybe to lose them over this and start a Full Blown Corporate War?

okay another Reminder that Hogosha is DEPENDANT ON ORBITAL. One of the Main surce of income if not THE Main surce of Income for Hogosha is the ARTIFACT Trade on the Hawaii. If we would Simply Forbidd them to Trade with Artifacts on our Liner then you would be BANCRUPT in no time.
It would be like if the outcasts Put the GC on the RED LIST.
