While I can't vouch for the Rogues, the common consensus within the 5th was that the current state of affairs (in some cases - unfavorable balance changes to snubs; in some - an upcoming high demand to meet bureaucratic standards with nothing much rewarding being provided in return) was deemed unagreeable. Thus the lack of presence.

That being said, I personally am in no way discouraging people to join or contact 46th| and [LN], if they're looking for an active and cooperative presence
