Try plugging it into a different powerpoint? Other then that I'd agree that it's the power supply.

if it is a problem with the powerpoint in the wall the lights in his room wouldn't work, take a look at the power supply and tell me if you don't smell sour or burned if is its toast

More then likely it is a buggered PS. There is a trick to getting around it if you can't get it replaced right off.

Hold the power and reset at the same time. Let go of the power and hold the reset just for a couple of seconds. This will spin up the hd before the MB starts to draw power and will let the sys boot.

What power rating is it, and what's it trying to run?

e.g. how many hard drives, what video card, mobo, RAM, CPU. The rating shown on the side of the PSU is generally peak, which is not what it can run constantly. If you overload it, you get these sorts of symptoms once the reserve in the capacitors dies.
