Yes, the BHG| are numerous, and active on a satisfying basis, yes.

But Agmen, just keep in mind that numbers aren't the only thing that matters. The degree of activity is more important.
For example, if I counted Colonial Remnant members that haven't logged in in more than two weeks, we'd have 50 members. If we weren't removing inactives from the roster often, we'd have 60 or 70. But this way we have only around 30 something active members.

Take the BAF example, also. They have like 40-50 members yet average activity.

from my experience, i would have to say liberty Navy and Police. (this could be because i stick to liberty systems :P

One of the most active is Order but the MOST active place would be Liberty space I guess.
