any way there will be a easy way for that to be abused such as a whole not transferred to a fighter etc etc
@Dab: So you suggest that it is enough to reduce the needed cargo space to one unit? I mean, I am fine with that, but what about the soldiers armour and weapons? That would only make sense in especially designed troop transports.. but okay.

I think that's called "cutting the branch you're sitting on."
And some capital ship pilots would fly around with their holds full or water or oxygen or something, then you couldn't board them.

Edit: I'm not against the idea of Infantry being a commodity. But let's just make it that, a commodity.
