Well, Kishiro| did, Kishiro independents have to cash it on their own, if Ageira even sells their licenses anymore. I think there was something about exclusive shipping rights as well, but I don't think those things are active.

But you are right tho, Ageira can demand anyone to drop them off. Shame they don't more often.
