Just because its at the very bottom does not necessarily mean you've maxed it out, it SHOULD flash. Do some more missions.

Or are you sitting in a station, docked? Try un-docking and see what happens. If nothing happens, then repeat the step I just laid out.

I have done a great many misions since it has been maxed, and have undocked and docked numerous times.
For some reason it just wont happen, Police, Navy, DSE they all flashed when was earning my reps, so I used the droprep comand on them. But now I have the LSF rep where I want it I can not seem to get the thing to flash and give me my affiliation.

after you have your bar at the bottom, you've already been loging and reloging- some tims the affiliation doesnt set untill you take off. if that doesnt work, then well, we'll have to transfer you to teir II technical support. thank you for calling the new ATT.. er.. wait..

Unless it's too much trouble, you can always start again from scratch. It might even be faster than looking for a different solution.
