Why is it that No one can have a chance to create a faction? all possible other factions are taken, half of them I've never seen a single member active. I just want a chance to make a fresh faction. But no, every time I try to do anything everyone jumps on and says they own the place. I'm sorry but its the truth. No offence meant, its just getting to me that every time I try to do anything, I have to get approval from over 9000 people.

Welcome to the real world.
In order to actually be able to have your own faction you'l need to follow others rules.
You make a faction idea, it breaks apart cause of other people, I have done it in the past and im fine with it, cause in the end, it's not only you who have to play with your faction, it's everyone around you and your faction to.
And official long standing factions do have some say in the matter.
As said, id stick with Pirate ID, Outcast IFF, but not in Rheinland, it isn't Outcast ZoI.

101st is one of the Oldest Outcast faction on the server.
AND:
You said that it was going to be Outcast ID'ed and IFF'ed from the start.
Cause you had a lovely little rank that allowed Cruisers.. Can't have that with Pirate ID.
And if they are buisness partners, then you need to Roleplay with them first, you can't just say; "I got partners in Outcast space, so we get stuff from them", but sure try to make it Corsair instead.
Yeah and people are coming with legit feelings and thoughts about your idea, take the good and that bad or just don't post cause that will ensure you get no feedback. (Good or Bad)
I really don't know about another Outcast faction especially one that assumes it can take over the role of the other factions.

We just want to be a pirate clan and do illeagal stuff.
We almost have 500mill we have 3 members and 2 more coming.

Dismissed. People tend to hate organizations, which call themselves 'clan'. This is a roleplay server and not some CS shard. I suppose you go back and read about some basic things first... lore, history of Sirius, etc.
Then come back and integrate yourself into some unlawful faction first, in order to see if this is what you want.
