Now that is a decent idea, quite like how there's a post linking to all of the laws. However, most of the laws describe what counts as "criminal" and list specific people who have earned their way onto the list, and if they don't they have bounty boards for that. The only exception is Gallia, because they don't have to- everyone with an ID other than GRN, GRP, IDF, EFL, GMS, and Junker = enemy combatant. There used to be a post pinned in the bounties section linking to all of the major bounty boards, if that's still up it and the law thread should cover it. If not, perhaps the houses could be persuaded to keep a copy of their criminal list in their law post.

Seriously - many of have done exactly this for our personal use. I know at least three guys who have little notebooks that they keep by their computers so that can look at bounties and see who is and isn't bountied at the moment.
Is it metagaming when it's actually doing our jobs and/or acting within the RP of what we're SUPPOSED to be doing? Don't think so...

Ah. No. It isn't metagamng. Realistically the Guild would have its own internal database that BHG| pilots could access with ease to see who is and who is not bountied.

The Corsair can read as much as he wants to, because that is just the Person who actually plays the Corsair. What if he also has a Liberty Navy Character? Reading through Stuff is not Metagaming, using it when you shouldn't know about, that is Metagaming.

Yes, they can see it, but if they aren't stupid enough they won't ever bring it to RP. Their characters can't see it, you know? Using the knowledge your character shouldn't be aware of is matagaming. The whole idea would just make it easier for powertraders and harder for pirates.

Comparing RP bounty list with a list of random people posting names for other random people so they could keep their eye on chat tab for those names isn't working well, me thinks.

This is exactly what I mean.
A pirate who knows that the B.Hunters are after him by reading their messages and he is hiding or a RA pilot who knows about a Liberty attack by reading their communication channel and gathers a fleet to make a surprise attack, is metagaming.
Someone who reads the Public Criminal Database and acting as he suits him better or a pilot who reports to the database someone who destroyed his ship for example, is not metagaming in my opinion..
If you want to "metagame" you can do it with so many ways. With the system chat in the game, with the messages from the forum, with 3rd programs etc.
The database will be public so all can read it. It will not be a secret one like military/police communication channels.
This system could be easily circumvented by the use of /rename. Also to reiterate someone's point from earlier - there is no clear definition of a criminal in the entire Sirius. Each house and sovereinty have their own definitions which collide with each other.
Date added of the report or date of last seen will be in the list to avoid having names that don't exist. Names who have a date bigger than a month or two will be deleted. Or something like that.
An open database isn't practical. Who is to say that a person is or isn't a criminal? A Corsair pirates in order to survive because the 'lawful' houses refuse to help supply them.
Kusari won't consider a pirate a criminal for blowing up Bretonian naval units.
I could claim that a LSF agent is a criminal because they demanded credits of me in New York and I don't recognize Liberty as a nation.
See the problems that prevent a open Sirius wide database? This would have to be an ooRP reference thing for lawfuls seperated by house.
