A nice idea, but, for balance reasons, I wouldn't have its members trade guns, for instance. A Rheinland deserter would keep his Wrath, and use only Rheinland gear, for instance. You wouldn't strap Splitters to it.
I do like the subtle reference to Colonel McGann, by the way, very good.
I imagine pirate ID would be perfect, and maybe take on some illegal mercenary jobs, perhaps for corporations. For instance, taking jobs from, say, Kruger, to hassle Daumann, BMM and IMG in the Omegas.
I'd probably stick to fighters, since their goals are very small scale. I imagine any gunboat crew desertion would end up with the crew murdering each other. I'd also suggest that, for instance, if a Bretonian deserted, he only desert with a single ship. So, he'd have a Templar, but no Challenger. He could maybe buy a Roc. This is similar to what QCP do, originally using Bretonian ships, but most new boats purchased being civilian.
All in all, a decent idea, but try to keep the scale somewhat small, don't overdo it.

Of course, I never saw gunboats entering the fray, and only at MAX a single bomber each of Liberty, Bretonia, Kusari, and Rheinland origin, maybe even less. It was meant to be a swarm of military fighters who chewed stuff to bits and had a freighter nearby to pick up scraps, then run it to their Prison Liner base located far away and store it for later selling.

They're a squad of deserter/brigands. No army; the name is an ego trip and nothing more. No worries about that.

Perhaps you should consider something different - make yourself a dedicated Private Military Contractor. A mercenary group that hires itself out SPECIFICALLY to a house military and then uses its technology. It would certainly help circumvent the SRP problem, which I seriously doubt the admins will let you get away with.

Which trashes the core essence of the idea? Sorry, no. I don't care how "unlikely" it is, it's here for people to see and gauge, and if it gets gauged as something good, watch how far it gets: Nowhere.
Just have it an unofficial faction organized only by the Hawkbat tag. Have all the members still have the ID of the people they've just defected from - and have PVP by permission only (ask the guys you're going to attack before attacking). Naturally, since rep to the faction of origin may be hostile, you won't be able to land on any of their bases, but there are tons of freeports and semi-lawful bases to dock at. The only issue would be ZoI but so long as you've got RP justification, everything should fly fine.
I know it'd be a pain in the ass, but wouldn't guard IFFs work better? Visibly the same as the normal, showing to hostile to almost everyone not part of the matching NPC faction, and you can be set to hostile with the normal Rheinland Military (for example) faction without losing the RM Guard IFF.

Perhaps. But that'd require repninja; flip it around and it's easy to have hostile guard yet flashing normal navy.
The way it stands, the admins will probably never give a hoot n' hell about this idea anyway.. I'll make a submission as a big SRP of sorts but, yeah..
