I agree that the /surrender command is more mellow. it allows both players (cop and robber) to decide what they do.
But I'd still like to see something to give the rozzer factions something unique. something that makes pirates go 'oh poop, here comes the long arm/ leg/ pee pee of the law.'
Perhaps the /surrender and /arrest commands could be made so that they had to work together? So a person has to surrender before being arrested? That would stop like it was suggested, the possibility of random capital ships /arrest - ing random transports and abusing the system as such.
That being said, perhaps this /arrest command could stop the NPCs and bases from shooting at the person who surrendered? That way their ship could be brought to an impound dock or something like that without those darned pulse cannons on the bases shooting their shields down, then swarms of patriots chewing away at their hulls with Justice cannons...
In a way, being a cop in reality is then "power abuse" since we shouldnt rob people of their freedom and fun. We should let murderes walk freely in the street, after all they might enjoy murdering. OR, shall we actually allow the cops to do their job and ARREST the criminal?
If the cops cant arrest people, we might aswell remove all the police factions as they would be completely redundant

Altough I agree with you that police factions need a 'fear factor' like I said earlier, the /arrest command in my suggested form is a pretty powerful tool. And you know what some people do when they get power...
To some extent, yes, it is powergaming (sort off)
That's why I liked the suggestion that Anesteze made. the surrender and arrest command(can) work in conjunction. that way the pirate can submit to the arrest command of his own free will.
