The main reason for it is simply production capabilities.
Currently the Blood Dragons cannot produce battleship class ships, apparantly.
As such, where would more Togo's come from?

The Togo's in existence now were old Kusari battleships, from what I know anyway.

So in reality, no more should appear.

Yeah, we made a fake Togo, a shell with half-assed guns and no crew. It was an automated chassis boasting Wild signals, to confuse the BD into thinking a real Togo was attacking them.

Then, when the BD Togo attacked the fake one, the Iseijin scanned it fully and let the fake Togo burn.

This resulted in the BD thinking the Togo threat was gone, and the Iseijin had drawn a Togo out into the open to scan it and learn how to make one.
