Using the same name? Sure.

Being an actual Phantom faction, that would require admin approval, which is hard to come by.

Old name may draw attention, as well i like it. Outcasts RP is all around smuggling. And what do we have? 101st guard? Thanks to *Boss* for idea, but in my opinion no one should make claims after he(she) left faction for already more than a year ago.

Heh... Life isn't black and white, and factions aren't as one-sided as you believe. Perhaps you'll be ready to revive the good old BLS when you realize that.

Really, if the reason is quet compelling, then it's not problem to use some imagenation and choose other name. By the way.... this topic looks more like faction idea example, but it's already stuck with its name.

But Sava also right, faction seems to be inactive for long time, and I didnt see any limits to use existed faction name to rebuild it. Noone made BLS like unofical faction before, and everything is showing, that noone cares about it. (May be Im wrong, and there is such limits, but I asked Angels, they told nothing about such limits.) Anyway, if BLS must be rebuild with other name, so be it.
