consider the suburb or a generic metropolis. - people build small communities. - you know your neighbours, and maybe your street. - when you go to a game, you cheer for your district maybe - or when its larger scale - even for your city.
you help your neighbour when he is in need - you invite ppl over - often neighbours, ppl from your street - sometimes ppl from work. - small networks everywhere. - BUT everyone has their own private life.
in such communities, you have the weedsmoking hippie, the paranoid ex marine, the bully that terrorizes weaker ppl, the stereotype accountant and the multitasking mother of a family. - they are VERY different. they also often keep to themselves.
now - consider a gang of bad bad bikers invading that street. - they throw their trash everywhere, bully you and your neighbours and pinch the bottoms of the women.
your street, your district might feel the need to form a community - grow together. - they might not have much in common - except that they live there - but that is enough.
you might even find out that the paranoid ex marine might have some scary weapons, the bully a talent to hit where it hurts - the accountant to plan expenses etc. - different ppl grow together.
and then - some newscast from another city ... that wittnessed and filmed the "neighbourhood defense" - tags this community "zoners". and henceforth - they are zoners, even if they all return to their daily lifes again.

I believe the best answer would be that we're both correct.
When things are calm mine answer may very well be the "correct" outlook. When things are not calm your answer is suddenly the "correct" outlook, given the tone of the situation.
Because, as you said, at the end of the day the end result is the same.
Zoners are diverse.
Some are super engineers with invincible freeports and "dozens of juggernauts" who think they're a major sector power and enjoy pissing off their neighbors and then being all like "Lol dude leave us alone".
Some are just trying to run a business in this mad world we call Sirius, and doing a fine job of it.
And still others actually understand this thing called "diplomacy", but they're all funky and weird and stuff and smell like hippies.

Not sure if RM realise this but Freeport 2 is a neutral base in the Bering system, that is blockaded from both sides by LNs in texas and RM in hamburg. It is somewhat of a pain if you get told off for helping out your own faction.
Sometimes I think that the faction 'Zoners' shouldn't exist anymore.
Why?
Every Freeport has its own laws and its own way of surviving, and the other fact that the Freeports are so disconnected from one another.
When was the last time the [ZA] or all Zoners unified and DID something that protected their way of life?
Its been said many times, but the Zoners try to stay out of the political spotlight and profit from things on the side. Though they may not be the richest since they'd need to bribe people and pay a little more for maintenance and shutting people up about their secrets. I assume.
