Well corsairs have NPCs in Honshu... so I'd say they can pirate within one system from there.. so New Tokyo could work.. Kyushu/Hokkaido not really.
about BDs in New Berlin/Rheinland.... this was discussed many time(be me also)... if they chase a trader from Sigma 13 I'd say it's ok to jump to NB.. and pirate him... but then (or if military force shows up).. they should jump back... simple. Also 1-2 fighters/bombers can be pursuing a trader... 5+Cruiser without a single CD can't.

The offical AFA stance is that we represent the Corsair intrests in Kusari, so they don't have ot worry about. When encountering a Corsair in Kusari, we as freinds advise them to leave Kusari space.
Mmkay, so I'm getting that it isn't too bad. I won't report it for now, but if the powers that be would like me too I can provide screenies of most of it. By the way, Kyushu isn't one jump from Sigmas (unless there is some crazy broken trade route I'm not aware of), it's one jump from the Taus.
As a side note, when I passed through Sigma-13 in my little Bumblebee, I was stopped by an indie Blood Dragon. He asked for a donation, I asked how much, and he prompted the usual 2 mil. I happened to be carrying <2mil worth of profit in hold (wasn't carrying Niobium, actually :P) and asked for a lower price. He readily let me get away with 1 mil, which I paid, and sent me on my way. Take that, those that say we indies are all bad.
The Corsairs have a right to pirate Bretonia and Rheinland. Omega and Sigma systems are also fair game. This also means that on occasion, it is reasonable to see some Corsairs in Honshu (on rare occasion).
On very rare occasion, it also seems reasonable that the Corsairs could visit their allies (Hogosha, Farmers Alliance) deeper in Kusari, but personally, I would say they should not be conducting any pirate or militant activity whilst there, and should leave as soon as their business is complete.
I see no reason for Corsairs to be seen in Kyushu; they'd be completely cut off from normal ZOI. I don't condone Corsairs entering this area of space which is many systems away from Corsair territory.
An exception to normal treatment of ZOIs is of course invasion. I see no reason for the Corsairs to want to invade Kusari, the only house they are not openly hostile with. Invasions of Blood Dragon territory need not involve entering Kusari space (nb. Chugoku is not controlled by the Kusari govt.).
A rule I try to follow is what might be called the "inverse square law". That is, the further from a radiation source, or an object with gravitational pull, the less the effect of the radiation/the weaker the gravitational field strength.
In real terms, I mean that the further a mission takes us away from Gamma, the smaller the ships we use. A Titan in Honshu is, for example, far less OORP than an Osiris in Honshu.

Wouldnt it be the best to disable PvP , so none can violate any rules ?:P
Why you want to sanction Corsairs in Kusari ? This kind of RP is far from my understanding .
What about Traders who haul through Nomad Space ( who modded stations there ? ^^ ) ? etc.
