Too many people using ooRP knowlege within RP or simply metagaming or even powergaming...
I tryed doing what you did and still all of my chars are aware of the cloaking devices. I even saw a starting SCV have one, a Luxury Liner and most of the Corsairs too. The strangest thing is that groups like the Order have but a limited cloaking devices.
So when did the IC, Corsairs and SCV indies have access to such tech and the Order has its hard time with it.

Order isn't exactly having hard times with cloaks, it's just there isn't many oportunities for us to use them.
There is no Order caps in house rule, not even resheph can go there for which I dare to say it would be the most logical ship in entire Sirius to have cloaking device for reconing house space, and you can recon Omicrons only limited number of times.
Gunboat and snub cloaks are useless if you plan to get in any kind of pvp engagement, which for Order wouldn't be suprise anyway. Order| made one 1x BS and 1x gunboat cloak in roughly one day, so getting them isn't very hard, but finding proper use for them with current snub and gunboat cloak systems is much much harder.
And I do agree they are bit to spread now, when even trading and pirating factions carry them around, but we all well know how much Q_Q is present when something is avaliable only to few parties.

"pirates in liners", or, to be exact, The.Flying.Dutchman, was among the first guys to get working cloaks on the server. Faster then Krupp definitely (thanks to numerous bugs that slowed it down by 2 days)

Pirates in gunboats, while not able to cloak for as long, are also pretty scary.
I would imagine cloaking devices being, to most of the public, a bit of a fairytale or a rumour with minimal evidence to suggest they exist either way. But that's just me.
