There are a few issues... one of the first being the Rheinland thing... why would immediately after the sleep ship makes landfall would someone want to trash the place? They would barely have anyone there, no cities built, no ships, it would practically be self-genocide if some random bunch of terrorists appeared the day of founding and started trashing things.
There is more but it is a lot to get into.
The main issue is that the unlawfuls will hate you, you will have no base of operations. For instance the Xenos are pro-Liberty trade, and they focus on foreign shipping and they hate pirates. There are not even any pirates in Kusari for you to ally with... not that anyone would with trade destruction being a goal.
The houses each have their own pirate and revolutionary groups, you seem to want to do nasty stuff everywhere. You will have trouble making friends...the Junkers sure would not take in crazies like you so do not plan on using our bases for it.
But still... flesh out your stuff more and lets see what happens.

Erm. You can be a terrorist with a Pirate ID, too, it's just a bit tricky and is something else than ''just shoot at everyone''.
Your diplomacy also is a stub, you will need to expand it; also, you won't able to be allied/friendly to all the unlawfuls and your diplomacy will turn out to be rather dynamic as independent, unaffiliated faction.
Additionaly, an overview about the tech you intent to use isn't a bad idea, either.
