I see. Can he be made aware of this by the bountied person himself? Like, he's flying up to him, says, "You've got a bounty on your head, just got it via private comms"? Or, if not, can he say "You've got a bounty on your head, person X wants you dead"?

[18:48:54] Aeternus Doleo: Not just "you got a bounty on your head". The bountying party must be identified. "BigBadBoss wants your head." This so that if there is any doubt about the validity of the bounty claim, the party that initiated it can be verified.
So Basicly - we actually can hire someone in space to kill someone for us without being involved ourselves at all. It's enough to say "Player X bountied you, defend yourself" to make him aware of this without posting a bounty on the board.
So we need a clear clarification on this.

Where have you heard those words before? Oh yes, every NPC ever. YES I think you should be able to die at the drop of a hat, thats what freelancer space is supposed to be like, you have to stay constantly alert, or face the consequences.

I was in big trouble for this, other people have been sanctioned for this. AD is new to the Admin staff. You can under no circumstances make an ingame bounty. You can hire a Freelancer to ASSIST you in combat.
Let's take a look at the rules, because they were brought to me when I was getting all mad about this rule aswell.

7.1 All bounties must be posted on the forum. If you attack another player to claim a bounty and the bounty is not posted on the forum, you are open to a PvP abuse sanction.
Mercenaries, freelancers and bounty hunters may be hired on the spot in game to assist with a combat without a forum post. The other parties involved in the combat must be made aware of this.*

It was for this very clause that I was in trouble just a few months ago, I "bountied" a Codename Dealer that was near me when I was in my transport (note he was not attacking me nor was I attacking him, I was a transport afterall). 4 Mercs "took" my "bounty" and killed him, with me beaming in the goods.
We were all in trouble for making/claiming a bounty that was not posted in forums.
Situation: Pirate A is pirating lane. A merc passes by at the same time a juicy trader/military/etc. Pirate hires the merc.
Now. The Trader/Military/Etc must be aware of the bounty. So, what can happen is the following.
Pirate hires the merc in local chat. Merc says yes. Contract issued.
Merc and Pirate pop's target. Merc gets payed. Pirate keeps pirating.
Pirate hires the merc in pm. Merc says yes. But the merc or pirate have to say that the merc got hired to shoot his worthless Trader/Military/etc hide in a message.
Contract issued. Merc and Pirate pop's target. Merc gets payed. Pirate keeps pirating.
Same thing can happen with the fight already happening.
But the key in this is that all people in the pre-fight or on-going fight are made aware of that the merc was hired.
And i am not talking about /l1 /l2 set messages and engagements.
It means proper roleplay.

To sum up Silver's words: Hiring someone to assist you is ok. Sending them to go kill someone on their own, is not (unless you have a forum posted bounty).
