If you see a Rogue in Sigma-13 doing anything other than setting up or rep-fixing, let me know and they will be strung up upon returning to Liberty.
The Order has valid interests in S-13 (namely the Wild), Gaians could... theoretically be helping their Corsair friends. If they're alone and not connected to a Corsair group and not rep-fixing/setting up, string them up too.

The exception would be planned missions against an enemy for a specific reason. In a somewhat hastily planned event, I gathered up a large force of order ships and we proceeded to invade california (though 'invade' is a strong term, we maintained stealth until we got to the target) - and attacked willard research station to recover the prototype weapon.
Like I said ... the Bounty Hunters just get in their way ... the primary role of Order is to control the Nomads and the Wild.

Just because these factions have a specific ZoI, that isn't to say that they don't have other friends elsewhere. For example my Lane Hacker is friendly with both Junkers and Blood Dragons, and so sometimes he does visit Sigma 13 just to know what's going on there. It pays to know what's going on in other systems.
.. But of course, that isn't to say that he has the right to pirate there, or anything along those lines. Any visit to a system like that would always be very brief (at best), simply because we're talking about pirates/thugs/criminals who'll easily become offended over someone else tromping through their personal stomping grounds. If a Blood Dragon were to encounter a Lane Hacker or a Rogue pirating in Sigma 13 or any of the other systems they call home, they'd likely take great offense to such an action. It's the sort of thing that would get you killed. The only case where it would be any different would likely be if, upon passing through Sigma 13, a Lane Hacker or Rogue dropped out of cruise to aid a Blood Dragon in battle against overwhelming odds.
Unlawful entities usually lead a life where they have to constantly fight for absolutely everything they have, and as a result begin to believe that everything comes at that price.
.. So, no, Liberty Rogues and such should not be pirating in the Sigmas, and neither should Lane Hackers either, honestly. I could see a Lane Hacker going out of his ZoI to raid an Ageira base or something, but that would be his only motive and goal, and he wouldn't stick around long after succeeding.
Bounty Hunters, eh.. Many BH players would have you believe that Bounty Hunters are free to go wherever they wish, but honestly in a realistic setting they probably wouldn't be so eager to step into the Mouth of Madness. Some systems are controlled by pirates and have been for many centuries now, and there comes a point where it's simply not worth the risk. Sigma 13 is one of those systems I feel, I don't really believe that Bounty Hunters would really take an active stance there, afterall.. Bounty Hunters are into what they do for the money, generally speaking, and a place like Sigma 13 is never going to be a profitable area for them, infact.. You're more likely to lose money (or your life) there as a Bounty Hunter than you are to turn any sort of "profit." A Bounty Hunter may genuinely enjoy "fighting the good fight" and even be willing to fight over principle, but as a Bounty Hunter you don't really have that option since your ship and equipment are commissioned to you by the BHG Core, which expects you to use that technology to turn a profit. The BHG wouldn't keep you for very long if you become an expense instead of an asset, which is exactly what you're doing when you run off fighting pirates (all the time) for free. With that said, it would be nice to see Yanagi get some uber cannons..
I'd say that the Order are free to go just about anywhere there's alien technology and such. 'Course, the Order is supposed to be a subtle, transparent entity, so things tend to work abit differently for them.
I don't really feel like reading the whole thing, so I'll put it blatantly simple.
There should be no Order ship in Sigma-13 or any other Sigma for that matter.
Maybe during the Bs| [RM] Alliance but that's no more. The Order has a strict and a little small ZOI and Sigma is not included unless you're up to something, but an Osiris... big nono.

Yeah. The Order aren't the sort to go cruising about blatantly.
My opinion is that their ZoI is relative, but if an Order pilot is to leave his native ZoI he should always do so discreetly. The Order are the sort of people who infiltrate factions and such when they need to operate beyond their original ZoI.
