Very Impressive. Though you might not want to be hostile to the Gallia. With your position in Sirius it will put you close to the front lines of the Gallia Conflict. I understand the conflict of goals between the Imperium and the Gallic Kingdom. However, Gallia can be a little heavy handed like Shoot First Destroy Everything then maybe ask a question or two. I would advise your faction to keep your diplomacy with all the houses as unfriendly and try to avoid this conflict as much as possible. Use your diplomacy and cunning to perhaps align yourselves with the smaller factions to gain the necessary technology,ships,etc before committing to a war with a house.
I also agree with the comment about the outcasts. Getting on favorable terms with them would be a smart move because of the common culture.
With all that being said it sounds like a great idea for a faction and I would be happy to join when you start recruiting.
This is a very, very interesting idea, though I dunno how much well does this fits Sirian lore (ok, I'll be honest: it barely does. But the idea is still too much awesome to be ignored).
I was once part of RoL, wich was based on the Roman Republic, something similar, but the founder then vanished in thin air. I hope this will be a good substitute.

What's going to happen when re run into each other??? Way I see it it's either mutually assured destruction or co-collaboration in the making, will prove Rp fascinating.

This is admittedly a very well-written Faction... It doesn't really fit into the Sleeper-Ship Background of the Colonies but it really looks like a lot of time was put into it, and I'd rather have this well-written one than something that fits in but is poorly RPed.
Looking foreward to more!
Edit: Re-read the history, was not disappoint. For those saying it's "just another house", it was actually split off from an early Liberty expedition, and makes just enough sense to work.
