Regarding Freeport 11

What I generally don't understand is what the people of Freeport 11 or the Confederacy of Freeport have to do with Gallia when all the relevant parties are TAZ, CW and Freeport 6 from the Zoners.

Parkes went to use the summit to generate trade contracts from other Zoners.

Character wasn't too interested in Gallics.
