To get jump started. Does Cali sell bribes? I doubt I want to go too far in that starflier. I think Mactan also might sell some, but I'm unsure about this.

If you want to keep in the lower level ships, like the sabre and falcata, and focus on really pure militaristic command and homeland defence, 101st would be the best.
