One thing that needs to be addressed is a certain battleship that I know we all know who it is and shall not be named. The former is a missile Dreadnaught, and I have seen it on every single reported raid.
Dreadnaughts can't leave Outcast home space*, why the hell would a missile dread be raiding Gamma?

First I will start out saying I am in 100% agreement with Joe. It has gotten completely out of hand lately on both the Outcast & the Corsair side as far as constant cap raids. Both sides are guilty of it.
Raiding parties are fun, & can be fun for both sides, but with in reason. A raid is a small group of ships, usually fighters & a couple bombers, no more than 8 in the group going on a run to antagonize their foes. Hit the ships present & get out there's no need to linger there for an hour after every thing in sight was destroyed. I can understand maybe 10 or 15 minutes of hanging there to pour salt on their wounds in friendly jest for role play, but sitting there after you killed everything for an hour is just absurd. Likewise for goes for the defender, having a fleet of caps launch off the planet to defend against a raiding party of fighters & bombers is just lame. I can see a gunboat or 2, maybe a gunboat/ship & a cruiser class defending, but more than that is just plain overkill & ruins the fun for all involved.
The use of cap ships for an attack is just that, an attack. Something that should be planned out ahead of time by both parties involved so it is an equal as possible event that would end up being more fun for all parties involved.
Dab has come up with some guidelines for raiding parties for the Outcasts that hopefully he will be posting soon, It is a well balanced setup for raiding groups & should make the raid more enjoyable for both parties.
As far as the factions governing over independents in this matter, It's for self preservation. Most indies don't seem to realize their actions being outcast tagged & ID'd reflect back on to us in the long run. Probably the same scenario for the Corsairs. Imagine a indie raiding party of 5 GB's & a couple cruisers go in to their foes system which is being defended by 3 or 4 fighters. Yeah, the cap ships will probably stomp a mud puddle through em, get some laughs & go home, meen while, those 3 or 4 pilots are left pissed off, grab their cap ships & return the favor on some unsuspecting group that knew nothing of the previous raid, are about to get the snot blasted out of them on a revenge strike that they had nothing to do with.
The major Outcast faction leaders have discussed it, & have pretty much decided, if we make raids, & indies want to come along, we are fine with that & actually enjoy having indies come with us, just as long as they understand we will have rules & limits on what will be going & who is in command. We try our best to explain & teach how somethings work, to those that will listen anyway. Now if the indies want to raid on their own, that's fine as well, as long as some limits & guidelines are followed, else wise, don't look to us for help if they bite off more than they can chew & certainly don't expect a warm welcome at home if you went on a raid with intentions of capwhoring. You may find some angry Outcasts when you arrive.
i would suggest using an appointed time, either once a week like Dieter does or more frequent like once every day or two. but a definite set time could help a lot.
give people their outlet in a nice organized manner.
with the amount of Outcast and corsairs on the server the battles could be truly epic.
I've seen them a lot around. In Sigma-13 and Rheinland. So it reveals that there has to be a lot of them flying around. On the same note, I've seen a lot of Corsair caps too. But very rarely I see a Corsair factions' cap whereas sometimes I have seen OC factions' caps.
How about if you put in place a system to vent the CAP driver's needs? The raid composition is very fine and good, but just the free for all kind of thing in Eta? Set one day like Dreygon suggested and make the regular event caps only. Every OC & Corsair cap is welcome. Just name the time and see who's coming and who's not.
I think it might even achieve something good if this idea takes off the ground since people would eventually put more anti-cap weaponry to their ships. But this kind of free for all to succeed needs that battles are sorta autobalanced. But maybe worth a try?

We used to do this, but it turned into a PvP bragfest and got a little too agressive, rather than good natured competition. Both sides =were at fault with this, but it's in the past now. I'm keen to avoid a similar situation.
The battles were epic (15 on either side) and a lot of fun, until it started to get a bit much.
I started a skype chat last night between the corsair and outcast leadership in order to get this worked out in a productive way. I have yet to backread it as I went to bed after an hour or so of discusion and folks carried on after I went to sleep. But I'm sure something productive will come of it.
