leave some freedom of choice please. - figuring out a suitable ship and weaponry that fits to a player is not a minor but a rather major part of the game.
imagine the game "mechwarrior" - which consists a LOT about anticipation and customizing your mech. - take away customizing the mech - and the game itself becomes boring. - take away the ability to customize your ship in freelancer and you ll loose a major aspect of the fun.
also - limiting everything to the faction is - frankly spoken..... a pvp server attitude; - in a negative way. allowing players to make up stories, backgrounds etc. for what they use is more RP.
to take your little example ( or one of them ):
the BHG capital ships do not have their own weaponry. - the NPCs use liberty capital ship turrets. the lore states that the BHG originates in liberty and that they employ very very tight bonds with liberty lawfuls. - all that points to the fact that they get their weapons from liberty - henceforth, they have ( or had ) no need to make their own ( if thats sufficient for an explanation about what weaponry they can use ).
this explanation is MUCH more logical than asking them to use zoner weapons by the way.
this example shows how much roleplay can clash with a pvp attitude. - and for many players, it is VERY little about stats on a weapon - but much much more about how they look ( its amazing how many players find looks at least as important as stats.... )
if you go the way about limiting stuff to the very end - you ll end up without even a choice in your own factions weaponry. - why say you can only use your faction guns - when the ID card clearly states that "level 8 weapons" are meant to be used on a particular ship? - even if i can mount lvl 10.
do you really want to fly around like NPCs? ( or in the case of the BHG warships - not like the NPCs )
If the thread was on whether or not our characters should be all "xx one dash seven" of everyday' life, I don't think we need to be. There are tons of NPCs to play that role.

That is exactly how i think.
Freelancer without customizing weapons isnt "Freelancer" Its BORING. Discovery has barely any raw customization (engines, powerplant, ect) that some other mods have, dont take this away too.

The BHG capital ships are also all supposed to be stuck out in the omicrons/borderworlds. Tell me, where are the BHG transports hauling all the weapons out to those capships from liberty? Do they employ cloaking devices the rest of us just dont know about?
I think it would be much more likely that the BHG in the omicrons would purchase technology from the zoners - who are known to sell just about anything to just about anyone, and have numerous freeports in the borderworlds which bounty hunters very frequently use as their bases of operations.
the original plan ( backed up by igiss ) was that the BHG battlefleet travels through liberty, zone 21 to minor / delta
that IS official. - and so they got their weaponry...
i had his quote there that he was quite surprised about all the fuss about alaska. - he said that the BHG is supposed to fly through 21 and alaska. ( that was when i asked if we could install alternative ways to delta - when kusari closed their borders for the BHG capital ships - closing down the last path to delta from dresden that was not going through a pirates home system )
just cause we players ( in that case the liberty factions ) close down the jumpgate for the BHG, too - doesn t mean they were not originally meant to fly that way.
edit: that changes in 4.85 - but we re not playing x.85 yet.

From the player character perspective - it's not supposed to, either.
This goes back to my more than 30 years of experience role-playing, starting off with D&D and continuing on through way too many different games. (Anyone else remember GURPS or Twilight 2000?)
The PLAYER character normally IS an exceptional person in the universe, especially compared to the normal NON-PLAYER character. Think about it - if you really were to play a totally normal person the would be the backbone of the game - you'd log in, go to work in your virtual factory and make synth paste for 8 hours, go home, get something to eat, and go to virtual bed.

Now, there ARE people in our world today that do exceptional things and really ARE the special ops agents that can kill you with a glance. Unless you're willing to invest the time, effort, and (oh, yeah) the minor chance of getting killed for REAL, then you're not going to do that. Thus, the role-playing game.
As for using their own equipment - certainly the Liberty Military should use Liberty turrets, the Bretonian Military should use THEIR equipment - but what about those of us who don't have turrets specific to our faction? We're going to put out a bid for equipment, and who ever bids on it is going to be where we're going to buy our equipment. You see the same thing in the real world today, with countries that don't have arms factories buying their tanks from Germany, their planes from the U.S., and their foot-soldier weapons from Russia.
90% of the player population may be composed of Super-fantastic-magic men but consider this.
The Players are NOT the only thing in the Sirius universe.
NPCs are your average joeblog. They are the ones who do the normal things etc.
Hell, they are the ones that we judge our 'normal' from.
There hundreds and thousands of NPCs out there, doing their normal thing.
There are what...100 people on the server normally?
Thats 100 super-fantastic-magic men in a group of thousands.
I don't know about you, but unless you really want to play as an NPC does, you CAN be that super person you wanted to be, since there are thousands of others out there who are not.
Plus, lets face it, most people want to be those super fantastic folk, so why stop them? Just because one person yells 'You are all too lazy to make the effort', doesn't mean anything should change, just means that theres 1 in a group of hundreds who has a different view. Majority rules after all.
In regards to weaponry.
No new rules are needed, this topic serves little point infact.
There's a rule about OORP weaponry etc. If you see someone with OORP weaponry, you report them. If the Admins deem it to be sanctionable, they sanction them.

Ravens Talon is sold on the Blood Dragon's Mito Shipyards. Its not an IMG ship. It is also available on the Order's Evora Shipyards. And lastly on a Zoner planet called Gran Canaria.. None of those are an IMG base. IMG Designed it, but is not dictating its sale.

Available for pirates, sold on a Blood Dragon base, and a major Zoner base. So Outcasts can use them if they want. That being said, I haven't seen an Outcast fly one in over six months, so I don't see where this comment is coming from.

I think your numbers are a bit off. I, one of the most prolific cyborg/infected/black ops RPers here have only five among my some 40 characters.
That aside, I do think that people should take a bit more time and thought into the choosing of their loadout.
