You know, I'm tired of that old line. You yourself are in the LPI and you fly both a Havoc bomber and a Guardian VHF. Two vessels very capable against almost any threat.
If you decide to fly an LF, you know the downsides of that choice. No one is pulling your arm.

Besides... In 4.85, if they don't nerf the Liberators' manuverability, that ship is going to be godlike. No insta-kill mines or missiles to worry about, and they'll have a hard time hitting you with guns.
I know in 4.85 I'll be thinking twice before fighting against a Liberator >_>
The LN do actually restrict Indie-caps somewhat. If you find any ganking you, or comitting general jackassery, forward evidence to Jihad. We've 'decomissioned' more than a few.
On another note, the Unlawfuls do have their scrap heaps and the Badlands to hide in, while if they want to come harvest a lawful, they know where to find them. We actually get in trouble for camping unlawful bases, quite often the unlawfuls get yelled at and sent on their way.
As a person who plays both sides of the law, from many different alignments, I have to say that Lawfuls do get ganked, overkilled, cap/missilewhored and whatnot a lot more than lawfuls do. Possibly because there are so many more unlawful factions than lawful, but maybe for the same reason that so many little children like to make the Evil choices when playing games such as Fable. But to explain that, you need a psychologist.
Which is funny, since from my time on the "good" side, I only got shot down once. And we still won that battle. As a pirate, I've gotten vaped, and have been in losing battles (fair or not) more times than I can count.
Time-wise, I've been an unlawful for a bit longer, but not an incredible amount so.
What alignment were you flying under on the "good" side, and was it under a faction? In Liberty, I can remember being vaped something like three with less than three words as a lawful. Once, a Xeno Starblazer who'd been badmouthing the Lawfuls. Once, a LH Gunship who was unlucky enough to stumble upon a rather battlehungry LABC. And once in a Saber.
On my Lawful, I was vaped without any words three times in my first week, and I still get it occasionally. Several times when we were in a position to overkill a fight, I've had both myself and several others stand by a fight waiting for one of ours to go down, or more of theirs to show up, only to have the unlawfuls see me as an easy kill and open fire, although they generally change their mind after all our reinforcements spontaneously open fire. And twice in the last two days I've had multiple gunboats open fire on my lone fighter, with little or no regard for several rules. I have also had unlawful mercenaries in lawful ships drift up to me whilst idling outside Manhattan and start blasting, with NPC's neutral, and the same from various Rogue/Outcast Gunboats/Destroyers.
However, those are only the ones that have annoyed me enough to remember. As a failure of a pilot I don't usually bother blaming most of my deaths on the insane numbers of unlawfuls around, only those that are a result of foul play.
I really wonder who those pilots might have been. RHA and LWB have absolutely no reason to go to Liberty. The only reason I can think of is if there's some very far fetched event like thing. I've personally done some rep fixing for my chars shooting Navy NPCs in Bering.
The only time I've seen RHA or LWB in NY has been when people save the 2 million and create a new char and fly away. And then I've handled the obvious questions by answering them.
You might want to PM Blodo (RHA leader) and LWB (Baconsoda) and give them details about the what the said pilotes names were and what they were doing and let them handle this internally. Maybe some of the new guys (we've had alot lately) thought about setting up and was passing through, but I don't know... Please contact Blodo and Bacon.
And to the topic. I know what you mean Hack. People with no clear purpose what do next just generally head towards the NY to kick the anthill.
On the lawful vs. unlawful debate: It's bad on both sides.
I've been gunboat whored when I was flitting about as a Lane Hacker (LH~) spreading propaganda in New York, flying a dagger at the time.
I've also been cruised on in Outcast battlefleets while flying a Guardian on the lawful side.
Although amusingly, every bad incident I've ever been in -- the individual in question left the server in a frothing rage due to other incidents soon after.
Hack I understand your peeved, but some of the groups you've mentioned should be there the Maf are Rogues. Rogue tagged and ID'd and flying Rogue ships. Fun fellows who like to shatter kneecaps if they don't get their money. Has to be said I don't see them putting too many feet in the wrong place. The ]M[ told me very carefully they'd be operating in the Independent worlds surrounding Liberty.
The CCS stands for Cali Combat Squadron, and I'm damn sure that doesn't mean Liberty's Cali, rather than the Outcast Cali. The Liberty Rogues don't like folks muscling in on our turf, and if we find them pirating in our space then there's going to be a little turf war.
The RHA and LWB should be passing through at best, setting up chars and the like. I suspect that these fellows were not faction tagged, as both Blodo and Baconsoda hold their factions to the highest standard.
But then the counter to this is that despite their not being 18 different factions to choose from in the Lawful arena, we unlawfuls still get out number punched by a dizzying array of folks. There's the official factions, who are normally good boys and girls and get the same in return. But we've got the Indy LNS, who will do whatever they can to skirt Jihad's fun little policy, there's the /LC/ who I've never seen in anything smaller than a GB. There's the BHG who do like to jump into an existing fight and spam missiles at my ships, and Lawfuls do tend to have the in-game presence over the unlawful factions.
However, the behaviour of pirate Indies is their behaviour, the LR and XA both do try to educate our Indies with the carrot approach, but it must be said that doesn't always work with Rogue tagged and Id'd dessies looking for a fix. It upsets me greatly when the bad few go ahead and annoy the local law, as it's the good many that will inevitably suffer. I don't know when my LR last attacked anywhere near manhattan, it may have been when I lost the Problem to three BHG BC's. I expect LR to keep a semi low profile in NY. Unless we're doing other shenanigans which may require a high profile. And every unlawful worth his salt should know the back routes that allow you to travel through Liberty without going anywhere near NY.

Just like to point out that I pretty much spend all my time in Hudson and Bering.
Ive only ever ventured out when there is a pack of us and we 'maraud' a certain target or area until the Authoritys show up.
We have never directly gone out with the purpose of hunting police/navy. We almost always go out to gather cargo, hence why we drag a Pirate Tranport with us all the time.
While I'm here I'll just say that we have 3 GunBoats that are our leaders, last time I heard they got pounced on by about 7 fighters/bombers (One seemed to have a full missile loadout) a cuiser (Who fled when his ass was beat about) and an AssaultCruiser that turned up at the end to finish the two remaining gunboats off.
Ive also been hit by "Engageing Rouges!" Navy/Police who just drop out of tradelanes and open up many a time.
