Cortez would have been perfect if Yukon wasn't there anymore. Like, people either have to go through Cortez without being able to dock at Curacao or through Magellan without being able to dock with Freeport 4.
Do that prophetic "Gallia loses connections with the Homeworlds" and nemp Dauphine or Languedoc connections. Suddenly Tau garrisons find themselves isolated and under threat of Council revenge, while the Gallic border worlds fall prey to Maquis and Brigand anarchy.
Do it in a way that promotes GRN fights to hold the Taus, and also props Gallic piracy upon the recovery efforts.
If at least three, hit the New York -> Colorado gate, the NY -> California gate, and the Manhattan docking ring (hopefully affecting all nearby stations too).
Repair events probably wouldn't take long, but in the meantime, the Liberty gov't would go absolutely bananas over homeworld security.

There is no jump hole from Shikoku to New Tokyo. There is one to Kyushu, but Shikoku is one of the systems with a 200K size range. You'd at least need two minutes to reach the jump hole to Kyushu from the main lane in Shikoku, and whoever would cause this NEMP, it maybe would have some interesting impact on Kusari. Speculations could go wild, as who would profit from that? ;3
