Does the "5 open slots for Billboards" part mean five slots per available system, five slots per region or five slots overall? Note that these aren't as global as Faction Advertisements are.

The feature is not ready just yet. I have a rising suspicion that too many rotating banners are causing a few issues with the plugin they are a part of and the system-wide one needs to be fixed where commas can be used. Stay tuned for updates.
