I'm going to be a mindreader here. So I may be wrong - but...
The faction, per se, is the Bounty Hunter Guild Core. The goal of the faction are spelled out quite nicely. If you'd bothered to read past the first three lines, you'd see that under the methods, it says:
1. Utilise former affiliates of organised criminal groups throughout Sirius to serve arrest or termination warrants on targets identified by House police organisations.
Bullcrap? I believe termination warrants means only one thing - contract killing...

There aren't really "terms" for people to enter this whole thing, just a willingness to play constructively as a part of a BHG faction that has as broad support as possible, leave egos at the door, and trust each other.
The faction description is exactly the ship class and weapons allowable under 4.84 so obviously it gets changed a little. Hence "under construction" in the heading.
The skype chat is open to all to provide ideas and discussion.
Very interesting idea. Count me in. I'm a bit busy with work at the moment, but I'll help out in any way I can. Not too shabby with computers either. Always liked being a BHG core captain, and this is a great idea.
