Planet Harris and nothing that makes sense about it

After giving it a second thought I think that Harris changes are great, it's still a little weird why factions surrounding Bretonia don't want to contest it storywise no matter what. Sadly some people still having PTSD from dealing with Durandal's Devtonia and gladly everything is fixed now.

I dont want to start a pointless argument here, but any war between CR and Bretonia would essentially be forced, when neither factions have reasons to go into a war like that. So CR would just give Harris rather than raise tensions over a planet they can maybe utilize %1-2 of it, while the planet being essentially a drain of resources. And we all know resources are not limitless, especially to CR.
