Mine has a Kadesh Heavy Fighter, because he doesn't actually fight. And it is a civilian ship, not at all factionalized anymore, and not even called the 'Kadesh' shipline in-RP. I'd rather not change, and I don't really see the reason to limit the Oracles so tightly. Everyone uses the Eagle and Roc, there are other, more interesting (but possibly less useful) civilian ships.
I think the Nomad Trial ID might be modified to include civilian fighters/bombers without much room for abuse, for those people who want to play infected rather than jellies.
What is at hand is the lack of complete infrastructure for the roleplay. There is the Shrine, there is the ship, there is the ID. All together they represent the infrastructure basis, which much like your own idea, is too in it's infancy. It will be limited by design regardless, but compared to 4.84 where there was nothing now there is something. It is not fully finished yet, but it's a start. So it doesn't mean that it can't be done, but what I am saying is that limitations will remain till viable permissive harmless solutions are found.
"Cannot ally with non-nomads, except for non-nomads who are friendly towards nomads". The extra part added is somewhat ambiguous. Who are those "non-nomads" that are friendly towards nomads? Under what condition this is true? Does the human character needs to tell so explicitly or how exactly is it going to work? Think in broader terms than just the Oracles.
Exhibit 1: Player A (Nomad Trial ID owner) and player B (Trader ID). Player A and B are having a roleplay chat in friendly colors, at some point player B tells player A if he could escort him. Is player B falling under "friendly towards nomads" clause and what would player A have to do?
Exhibit 2: Player A is the same, player B has BAF ID. Again, they have roleplay chat in friendly colors. Player C appears with KNF ID and attacks player B. Does the relation between A and B fall under that clause and would that permit A to help B with bats/bots for instance?
So, the question at hand is how do we define those that are friendly towards Nomads.
Hm... perhaps allow players with the ID to ally with other players who are in the same faction, within RP?
I just dont want my players to get sanctioned when one of them flying a nomad morph decides to help out one who's flying an eagle and getting attacked by ignorant liberty types who get triggerhappy around nomad lovers =P
Please move the Level 9 Light-Fighter shields to the Shrine.
I noticed there is no 'human' light fighter vessel which can mount them but they are available at different bases all over Sirius.

I think that new corsair LF can equip class 9 shields. A few others I've seen can, but I can't think of them at the moment.

No, they don't. Blasters and cannons are level 10 guns, public nomad light fighter permits only level 9 max. Therefore they do not fit.
There are a couple of ideas in the air, but some may require a bit of Cannon's flhook magic, even that is uncertain, so I'll refrain from making promises and guarantees. If things will work fine then yes, if not - nothing will change and they will remain as they are now.
I'd just buff Nomad Prototype's damage by around 200%
It will give some 1700-1900 Damage per second for hull and around half that for shields, and will provide the fighter looking much more original. Infact you could even just make it onpar with Flashpoints or so.
Sell them along with Class 9 Shields, a Adv. Cargo/Discovery Scanner and what not at the Shrine, and remove the radiation fields.
