Seems like a great idea. Real BAFs pirating civilians seems like a PR disaster. Random Bretonians though? The Crown can't control that, right?

Well, I'm not so sure. KNF taking two civilian stations by force can be considered a PR disaster too, but little has happened.

Glasgow, is a border station, a valid military target, and Stokes was an industrial center producing war material for the Bretonian war effort. Also a valid target.

I'm not sure I disagree with you, at least about Glasgow, as wasn't it the Bowex headquarters? And it has done something, at least for one of my characters; I just haven't figured out how fully to implement it yet.
