In this specific scenario Lane Hackers and Rogues don't seem like they would fit well, since they wouldn't be part of this leg of the smuggling operation. (plus the unlawful side is pretty full already)

However I think they'd be a great fit for a follow-up event. Based around an escalating conflict, I imagine they'd take notice pretty quick.

That is, assuming, that we get enough lawfuls for this event.

Logically, the Hackers are close allies to both the Outcasts and GC, so it wouldn't make sense to not have them.
