That hogosha base is far too off the beaten path, imagine the costs for running and mantaining & building that station way out there... move it somewhere more realistic...

Whoever develops it first is whoever has finds it, claims it, and has the funds to develop it first. BD/GC found it first, GMG was the first lawful group to find and claim. They made a deal with Kishiro and Interspace to fund the project. Due to Samura's other ongoing operations, they didn't have access to enough cash to fund this just yet, and don't have a good relationship with IC to enlist their add like GMG did.

Kumamoto was never removed. Okinawa IS Kumamoto. It was renamed.
Also, Nagano will be updated 4.86 quite a bit, much like Okinawa (but less bases, since there are less factions there).

Nagano didn't offer the Dragons a safe place to hide a station. Asteroid fields aren't very good at hiding facilities as big as Sendai is from view. Therefor, the Nebula in Okinawa was a better choice to keep it safe.

There will be a Jump hole from Honshu (literially right next to Planet Hiiran, as per Friday's suggestion. It'll come out near the Hogosha base and take away that whole 'in the middle of nowhere' feel to it.
And the GC BS isn't meant to guard Sendai or the JH to Tohoku, its in Okinawa to protect the Cardamine route going into the system. It stops FA/Hogosha from attacking the smugglers coming in from Honshu.
And it'd be possible to do this idea of moving the system, and its not a bad idea. However; I cannot change the jump holes around without screwing up the nav map. The whole reason there was no Sigma-19 JH in this version was that it wasn't in the galaxy map made for Disco, so Igiss didn't let me. It was the photoshopped map he released prior to the public beta. Thats why the Sig-19 JH will be waiting until 4.86. These changes would have to wait too.. However, that'd be a bit unrealistic and weird to go through .85 with a JG to Honshu, JHs to Nagano and Honshu, then go into .86 with a JG to Nagano and Sig-19, and JHs to Tohoku, Sig-19, and Nagano.. If it were just the JHs, we could make it a 'hole realignment' or the old holes collapsed and new ones opened. But Gates don't realign..
And the concerns about Nagano; It will be connected to Hokkaido next version via a Samura Jump Gate. Possibly a JH there as well. Then a KNF base monitoring the hole to Tohoku (because of the increased Nomad activity and emergence of Kusari Wild), Samura base or two in the system, terraforming going on for the planet, and FA base. Lastly a JG into Okinawa, which will connect it to Honshu.
Keep thinking though, for anything that CAN be done and fits, I might put in, especially if multiple people like the idea. Just so long as it doesn't contradict with what is already there (unless its changing something already there).
