Photos are great material for clouds in the background. I have tons of sky photos I use for my sigs from time to time:)

Also: deviantArt is a nearly infinite source of brushes, patterns etc.

Plaining?

If you mean planning, I generally have little to no idea how I'm going to make something when I do, but instead just tend to try stuff out and see what looks right. If you already have a general idea of what you're going to make, you can probably elaborate in your mind before starting. Depends on the artist, really.

I have an idea of making a bhg sig for my char Bianca Chevalier based on that vector trace close up of Tessa from Full metal panic I fixed the eyes and hair it looks like her (changed eye color just figured how Im gonna put it in with the BHBC without pushing the size limit. or making the face come in a corny way.

How about making a selection where the selection makes a rectangle with rounded edges?

Use the rounded rectangle shape tool. Right click the path, and click Make Selection.

Your sig is nice, but way too huge!

Shrink it from 825px horizontal to 700px. That's the max here.
(In fact, your comment box is stretched due to your sig).
