Liberty has such a large military force it's ridiculous. They even have a station dedicated to training officers one lane down from Manhattan. I imagine they didn't put it so far away so the young pilots were stranded, more likely so they could lure in idiot unlawfuls and have drill practice on them.

Move the Dread patrols down to Texas, make them patrol a larger area than simply the 2K around a planet, then place weapon platforms or buffed Avenger/Liberator/Upholder patrols throughout Liberty. Seems like it'd work to me.

EDIT: You could just replace station turrets with something that was meant to drop more than a class 2 shield.

Park a BS in front of Manhattan... it will be without shield all the time.
Now bs doesn't have class 2 shield does it?

Point here is that IF there's a defense force (say 1-2 bombers) the guns can keep down shield on any caps, so the bombers win.

For extra defense there are BS patrols flying around.
