I understand your concern for balance.

Before the event, I would work on balancing players from one side to the other. The downside is that players should be ready to move their vessels to event positions before it starts (have two ships nearby as well). Thus arrive on time. Both of which I doubt is any achievable. I recommend that any changes you wish to make, such as switching to the other side, be done so that you don't arrive late for the event.
