i didn't said anything about the ships, but about the bonus that some factions have for crafting systems.

I dont think that it is a Good Idea to Put the Constitution of Capital Ships on POB'S Exclusivly. This would be some sort of Gate Keeping that would make it realy hard for new Players to get there Handa on a Cap. I think this is okay for Specialized ships such as Bustard, Longhorn and Bullwark. But to let Caps be Exclusively Produced on POBs like you Describe it is not a Good Idea.

Plus we just got Peace Between Zoners and Corsairs
To now start another war between them about a Station that is even deeper in Zoner Terretory makes no Sense.
