33% is simply a very large mining rate increase. We've known this for a long time, and it definitely was a concern while balancing NuMining, for example. You want players to have to spend a certain minimum amount of time in the field to be exposed to hostiles. With a bonus as large as 33% in the game, you're then forced into one of two choices:
Accept that OFs' mining time will be well below your intended minimum time spent.
Instead design the bonus around OFs' mining rate, making indie mining feel awful.
I picked the first of these options, as I think it's the (far) lesser evil. However, it doesn't change that it's just a very large jump. I've thought about adding similar (credit) bonuses for non-mining factions: drop-rate bonuses for PvE for combat-focused factions, additional payouts for trading for OF shipping factions, etc., and I'd never even consider a value as high as 33%. Realistically, you'd end up somewhere around the 10-15% mark -- a nice perk, that feels good to have, but isn't essential to enjoying the activity. And that's where mining bonuses are, now.
Plus, it wouldn't surprise me if this change results in the average mining bonus of OFs going up, considering a lot of 3.0s were increased to 3.5.
why not just say the quiet part out loud; "ideally we want to abolish the Official faction system"
And why would i, as a player in a official faction bother to even be in any faction. By the current rate of "dismantling", i'm better off not even having a tag to that people can recognise. Because wearing the tag is becoming more and more of a hassle every year. and for what?
Players are free to join any official faction they want. Most factions are so understaffed that they'd only reject you if you're an absolute anti-social cretin.
And as a indy, why would i even care about mining? I need a PoB to make use of it. So you're arguing that established factions/groups that has the MANDATORY infrastructure already established, should have their bonuses nerfed, just because..... I as an indy might feel it's slow.... might. Ignoring the fact that as an indy, i could apply to one of several relevant factions (lawful and unlawful) to cover the ore i want to extract?
The logic here is lacking. This seem like a kneejerk reaction, to whatever pissed you guys off last week.

Yes they do, it's called the approved subforum under OF requests. They're just mixed in with the other non-perk requests.
It's beyond me how I wasn't even approached even as an OF leader who has requested (and been approved to be given) perks outside of what has been listed here. There are some things other leaders may not know that they can request. There is also an OF leader only chat on the Discord that could have been utilized too. Unsure if it was, but you know, you guys have resources outside of yourselves as staff.

You had indies with x3, OFs with x4. You think x1 gap is too big and want to reduce it to x0.5. You have two ways to do it:
knock OFs down to x3.5.
bump the indie baseline to x3.5 and let OFs have x4 on everything.
The former is a nerf, everyone unhappy. The latter is a buff, everyone is happy. The final outcome is functionally the same, but we skip three pages of announcement drama and god knows how many Discord arguments at this point.
