Technically, since QCP will be the 'thieving wing' of this faction, we already have enough members to start.
'Commander', in the modern Royal Navy, which the ranks are mostly taken from, is lower rank than 'Captain'.
If you wish, feel free to submit an in-character application to start as a fighter-flying ensign and forward it to myself, Unselie and AC Merc for review.
I think the problem that's arising here is that SF has lost members, yet people decide to make a new faction rather than reinforcing the old one. That is the reasons that factions die, and the reason we are getting so many new ones.
As for the SF never reinforcing Bretonian culture, I think that this argument lies more in the fact that we won't conform to the "revolutionized" ideas that almost all other factions seem to have conformed to. I am sure that SF would have come up at some point anyway, as it seems that it is definitely a reason for the formation of this faction.
Finally, as for the statement that we are more of a police faction, please tell me what we do differently than the other houses that make it more so.
Please don't take anything here as an insult, it is not meant to be, but I would just like to point out my views here.

and, has to do with how disgusted I am with factions on the server.
we decided, instead of complaining, and trying to argue with existing factions, we would make our own.
we would grab the fresh players, and train them, both in combat, and in RP.
we want to actively recruit, to give new players somewhere to go, and get them used to things.
and, we want to be able to enforce the Rules, the RP, and everything.
so, our solution was to make our own faction.
and, the major hole in the server's Lawfull RP was Bretonia.
