a.Gallian freighters and transports can move outside Gallia.

If trade is open, weapon smuggling is open. I think Gallic Civillian weapons should be useable by all Sirian factions, that may use Civillian weapons, as well. The inRP explanation is easy: Some Gallic profiteer takes some civillian guns out of Gallia, sells it to Sirian cooperation and after reverse-engineering, it is available for all.
