That makes sense to some extent. If the guard system is mentioned in House laws or is not ubertopsecret - ok. Warning on jump-holes to Ellesmere, Vespucci or Cassini - doesn't make sense. In-RP, of course.

While this is a nice idea, aren't guard systems supposed to be secret in-RP? Placing bouys or something screams "This is a secret system, authorized personnel only!"
Two sides to the coin, but wouldn't mind if it gets in at all.

If you're close enough to see the buoy, you're probably already close enough to see the big swirly-color-light-hole, too. Once you see the hole, it's not as much of a secret anymore.
I think this plan could work for specific guard systems, as mentioned above. Not every guard-type system would be advertising itself, but I could see house authorities putting up buoys at their holes, like a "KEEP OUT: GOVERNMENT PROPERTY" kind of thing.

What about back in vanilla with Alaska? It's existence denied completely, and with 4.86, I can't see Bretonia advertising its few guard systems (if any left).
Didn't stop them from putting up a gigantic minefield and a couple a weapon platforms around their big, shiny secret jumpgate.
If they were able to keep that a secret, I'd daresay a simple buoy next to a hole in deep space wouldn't be a problem for anyone.

Well, now that I think about it... the minefield was common-knowledge to the New Yorkers, anyway. It's what was inside that was a secret, and no one could ever find the entrance. So maybe our solution is to put giant minefields around every Guard-hole?
Nah, I'm kidding. But hey, buoy or no, it's fine with me.
Some of the super-secret guard systems have entrances close enough to the trade lanes that with almost any decent scanner you can't miss them anyway.
Plus those huge capships jumping in and out can be quite visible.

Deadric, if you use the restart-command, you already have a nearly complete map and docked on various stations ... but that is not the point here.

You can still go in there and take a look - my idea is not to hack the game in a way that you cant enter unfriendly guard systems ... just a Warning beacon. Still room for exploring!
About the loss of RP ... well, maybe. I personally have never asked someone about a status of a system, and I never were asked, but that doesnt mean that this does not happen. In my experience it is more common that players enter guard systems to take a short cut or to try to get good equipment that is often selled there. A warning outside could enhance RP, because the intruder has been warned before he entered the system, not simply stumbled into it.
I personally dislike to shoot somebody just because he came across my land by accident - but I know, the SCRA is a bit more trigger-happy. :P
Replace the defenses outside the jumphole would be an alternative. But is more work for the devs.
And if the unlawfuls do not place bouys ... the lawfuls can place one for them that says something like "WARNING - This system is well-known for high-activity of pirates". A government should try to protect their people, dont they? (Yeah, and I know, you could place this bouy at every New York Gate ;))
Hey, and if there is not at every guard system a bouy, I could live with it. Actually I can live with it if there weren't any at all - would be the same like now. But I think at least at some this would make sense (the ones owned by the houses) were new-comers have easy access to it (Virginia and Braunschweig are so close to the Lanes, you cant miss them). By the time these new ones reach distant systems in the Omicrons or so, hopefully they learned enough to know this stuff.
Lawful factions: Warning buoy and a small pewpew turret belonging to the guard faction -before- entering the guard system. Basically a "stay out" notification.
Unlawful factions: A whole bunch of turrets (or a pair of NPC static boats) around the jumphole to ambush anything entering the guard system. Basically a "something goes in, nothing comes out" strategy.
