simple ... in the liberty example, rogues dont get to have c9 guns, civilian transport shields get their shield capacities lowered to reflect this. etc etc.

I'm afraid that would just shift players towards the factions with the PvP advantage.

There is no rule or RP law that says the Police should use Light Fighters as their main ship.

All five police factions should use VHFs more than any other ship because without it, they just die out. What with ship classes being a little broken and all.


Police also have no purpose when everyone thinks they should avoid combat, fine people and curse out pirates.

Nah, Police should be as violent and combat-oriented as the Armed Forces/Navy. If you take away all the action and bigger ships and give them to the Armed Forces/Navy, the Police will continue to die.

pirates are taking on the economic might of the house. it is an act of war to disrupt trade. it is well within the rp of military to tackle pirates. just look at the somalian pirates - the navies are tackling them, not bobbies on the beat.

police rp should be focused on smugglers, weapons licensing, merc/bunter regulation, hell, if the police factions were responsible for the paperwork on indy military cap ships, that would give them something to do (andyou could make it a given that the indy capital player had to have an alt with a police char, that'd help).

membership of a faction follows activity - if a faction is active, it gets lots of members.
activity follows rp - you gotta give the rank and file something to do.

right now, all the houses are at war in one shape or form. the police factions should scout out the smugglers, and holler for back up when they meet the pirates, assisting where necessary.

police shouldn't have much more than vhfs, as pirates can't fly more than a gb.


tl:dr. invent new and shiny rp, and the applications will flood in.

For a good while I was one of the most active in the LPI... then I got kicked for missing 1 role call. :S

While there I tried to drum up support and activity but as Zapp said... its hard.

Police factions have major issues.. being smaller less "cool" versions of the military. I suspect if we had some sort of method to actually Arrest and Jail criminals.. we might see more activity. (FLhook addition? )
