Actually, I think good mining and trading routes/areas near or in Kusari would do good. Kusari needs more activity. Of course, it would attract a few lolminers, but with activity, the chances for good roleplay is increased as well.

not really. The CD-range didn't get increased, so it's about as hard to get away as it was before. Also, you could have noticed that before, if you stopped right after you lost the NPCs from sight they reappeared on your scanners. They've been there all the time, just being invisible.
As for missions: It does work, but not necessarily on the first encounter. They will spawn as soon as you are at 2.3k to the waypoint. I killed ossies earlier at >3k. Downside is that I was unable to get any loot from them at that distance. there simply wasn't anything to tractor once I moved in to the debris. Even more annoying was the fact that the cargo I had to destroy didn't stay around for more than 3k and so I failed the mission.

I think it's safe to call that a feature for now. Getting 1 fighter (player) to be in close range should deal with it just nicely.
